The Canadian Association of Energy Contractors (CAOEC) welcomes the Government of Canada’s introduction of Bill C-39, the Building Canada Strong Act, and its commitment to creating a faster, more predictable regulatory environment for resource development in Canada.
The Association is particularly encouraged by measures intended to reduce duplication and establish clearer accountability within the federal review process. “Our members have the resources, technology, and skilled workforce to help Canada fulfill its mission of becoming a global energy superpower,” said CAOEC President and CEO Mark Scholz. “The proposed measures in Bill C-39 would help unlock investment in energy infrastructure, strengthen market access, and create long-term opportunities for Canadian workers — especially those in rural, remote, and Indigenous communities.”
For years, CAOEC has advocated for reforms that provide greater certainty for project proponents and investors while reducing unnecessary duplication and delays. Bill C-39 represents meaningful progress towards those objectives, including a one-year timeline for federal reviews and decisions, a “one window” approach led by expert federal regulators, greater coordination between assessment and permitting processes, and a more streamlined approach to Crown consultation.
CAOEC will continue to work constructively with the federal government to strengthen Canada’s competitiveness through the implementation of C-39 and other initiatives, such as the recently announced Productivity Mega Deduction tax measures.
