CALGARY, July 29, 2013 /CNW/ – The National Energy Board (NEB or the Board) released today the List of Issues, which identifies the topics that will be considered during the review process for the Trans Mountain Expansion Project.
A Project Description was filed by Trans Mountain Pipeline ULC (Trans Mountain) on 23 May 2013. The List of Issues is based on the information provided in the description. The company has not yet submitted an application for the project. Further details about the review process will be announced after an application is filed for the Project.
The List of Issues identifies topics such as the need for the project, and its potential impacts on landowners and Aboriginal interests. The potential environmental and socio-economic effects of the project, as well as effects from resulting marine shipping activities, will be considered by the Board. Potential effects of accidents and malfunctions, as well as contingency plans, will also be considered. The List of Issues does not include effects associated with the development of oil sands or the downstream uses of oil.
The project would expand the existing Trans Mountain pipeline system in Alberta and British Columbia. As proposed, it would increase shipping capacity on the pipeline system from the current 300,000 bbl/d to 890,000 bbl/d.
The project would require approximately 981 km of new pipeline, new and modified facilities such as pump stations and tanks, and the reactivation of 193 km of existing pipeline between Edmonton and Burnaby. There would also be an expansion of the Westridge Marine Terminal, including new tanker loading facilities.
Earlier this month, the Board announced that funding is being made available to support the participation of the public and Aboriginal groups in the review process. Prior to submitting funding applications, applicants are encouraged to review the List of Issues to make sure that their request aligns with the identified topics. The financial assistance available from the NEB under its Participant Funding Program is $1,500,000 for this Project. A higher amount may be considered once applications for funding are received.
