MONTREAL – A former Canadian ambassador says he’s less confident than he was two years ago about a positive reaction in the U.S. to the Keystone XL pipeline project.

The former ambassador says President Barack Obama wants to go down in U.S. history books as an environmentally friendly president.
Chretien points to a recent announcement by the Obama administration to back up his remarks.
In early June, the United States announced its most aggressive climate-change measures.
The regulations would chop carbon emissions from U.S. power plants by 30 per cent by 2030, with the majority of those cuts coming by the end of this decade.
Chretien describes the announced measures as a legacy issue for Obama, adding that he would tell Prime Minister Stephen Harper’s government to get ready with a very good Plan B.
He made his comments during a chat with Bruce Heyman, the U.S. ambassador, at a luncheon speech sponsored by the Montreal Council on Foreign Relations.
